Phase 5

When Schools are in Phase 5 

of MI Safe Start Plan

During Phase 5, the number of new cases continue to decrease for an additional period of time.

During this phase, face-to-face instruction with health and safety procedures are in place for students. Gov. Whitmer’s Safe Schools Return to School Roadmap has been used a guide to assist in planning for the new year.

In addition to the classroom experiences offered by the district in Phase 5, a separate option of the UCS Virtual Academy is provided for parents who seek a full, on-line alternative. More information on the virtual academy is available at this link.

School Operating Status

  • Schools open for in-person instruction with minimal required safety protocols.
  • Breakfast and lunch offered to all students.
  • Transportation continues.
  • Inter-school competitions continue.
  • Indoor spectator events are limited to 50 people.
  • Large scale outdoor stadium or spectator events limited to 250 people.
Personal Protective Equipment

  • All Utica Community School staff and students may wear facial coverings on school transportation vehicles, within classrooms, common areas and hallways except during meals

Gathering, and Extracurricular Activities

  • All Utica Community School gatherings including those that occur outdoors should comply with current and future executive orders that set caps on congregation of people.
  • If field trips occur, they should comply with transportation guidelines including mandatory facial covering, if applicable.


  • Utica Community School indoor spectator events are limited to 50 people. 
  • Large scale outdoor spectator or stadium events are limited to 250 people. 
  • Spectators not part of the same household must always maintain six feet of distance from one another.
  • Students, teachers, and staff must use proper hand hygiene techniques before and after every practice, event, or other gathering. 
  • Every participant should confirm that they are healthy and without any symptoms prior to any event.
