    UCS Bond Update 

    With the voter approval of the $550 million bond issue, the largest facility improvement in our district’s history was set in motion. The bond issue will create a series of legacy improvements in our district and will impact every facility over the next 12 years.

    As outlined in the bond informational materials, the bonds are scheduled to be issued in the following increments:

    • May, 2024 - $130 million
    • May, 2027 - $105 million
    • May, 2030 - $105 million
    • May, 2033 - $105 million
    • May, 2036 - $105 million

    Schedule of Projects

    The district has been working with its construction management team to schedule the first phase of projects totaling $130 million, with projects focused on safety having the top priority. This schedule will be shared as we begin the next school year. The next step will be issuing a Request for Proposals for the construction work that will be considered by the Board of Education.

    Enrollment Distribution Advisory Committee

    The Bond Issue addresses important legacy issues for the school district. These issues include the construction of two new elementary schools that will bring together existing school communities. The specific school communities will be identified based on the age of the facility, safety concerns based on the school’s current floor plan, and enrollment patterns.

    In addition, a separate facility use study will consider the future of the Heritage Junior School site, which serves both the Gene L. Klida Utica Academy for International Studies and the junior high school.

    These legacy issues will be studied by the district’s Enrollment Distribution Advisory Committee (EDAC), which is comprised of representatives from each school community.

    The EDAC is currently studying the shared Heritage Junior High School campus. The committee met in May to initiate this discussion and will provide a recommendation to the administration this fall. The district’s administration will then create a proposal for the future of the Heritage site that will be considered by the Board of Education.  The committee will study elementary facility usage at a future date.

    Summer, 2023 Projects

    A series of projects are scheduled for this summer, closing out the 2018 bond issue commitments. The projects set the stage for the transformational improvements that will occur through the Safety and Success proposal.

    Projects scheduled for this summer include:

    Door and Hardware Upgrades – Phase 1

    • The door and hardware upgrade project encompasses the replacement of door hardware for all occupied spaces.  The new hardware provides the capability to secure an area without the use of a key and provides a high-visibility indication of lock status designed to be able to seen without having to be in close proximity to the door.   This is a multi-phase project with Phase 1 including the four comprehensive high schools, the Alternative Learning Center and the Instructional Resource Center.  The project is expected to begin this based upon the availability of materials and will continue through the fall and winter.

    • Replacement of 1,800 iPads and 2,000 student laptops

    • Pool renovations – starting blocks, diving equipment, lighting, painting
    • Backup power generator

    • New gym/pool concession area
